Creating places for people

In July 2022 we adopted the My Place - Avalon Beach Place Plan(Opens in a new window) following extensive community engagement.

An action from the Place Plan was to make some traffic changes in Avalon Beach including an upgrade to the intersection of Old Barrenjoey Road and Avalon Parade including a trial of a one-way shared zone.

The aim of the trial is to deliver a safer space for pedestrians, provide a more people-focused experience for locals and visitors to the village, including improving the streetscape with plants and new furniture.

Preparation for the Avalon Beach traffic and pedestrian changes trial will commence in October and is proposed to be completed in February 2023. The trial will run for at least six months.

Overview of changes

The main changes include:

  • 10km/h Shared Zone in a section of Old Barrenjoey Road
  • introducing one-way traffic flow in a section of Old Barrenjoey Road (south bound)
  • removing nine on-street parking spaces to provide safer pedestrian access
  • improving pedestrian crossings at the intersection of Old Barrenjoey Road and Avalon Parade
  • widening footpaths to create more space for pedestrians
  • additional seating and plants
  • adjusting bus and taxi services
  • relocating loading zones.

During the Avalon Beach traffic and pedestrian changes trial period we will be asking for your feedback.

Funding

This project is being funded through the Department of Planning, Industry and Environment's Streets as Shared Spaces program(Opens in a new window). The program trials projects which support people-focused shared areas and tests ideas for more permanent improvements to local streets, paths and public spaces.

FAQs

1. What is Streets as Shared Spaces?

Quality public space is essential for quality of life and to support economic, environmental, social and cultural benefits, and streets are one of the most important forms of public space. The NSW Government is seeking to increase the amount of quality public space with trials that test permanent change to transform and re-energise our streets during the day and as part of the 24- hour economy, to get NSW moving again.

2. Why are we implementing these changes?

In 2022, Council adopted the My Place -  Avalon Beach Place Plan that details objectives and priority actions for improvement to Avalon Beach. 

The Streets as Shared Spaces project will achieve several of these objectives and actions and improve connections and amenity in the village.

3. What consultation has been done on the changes?

Through the development of the Avalon Beach Place Plan, extensive consultation was undertaken with the community including changes to traffic arrangements and road closures. Further information can be located on our Your Say page.

4. What is a 10km Shared Zone?

A Shared Zone is a road or network of roads where the road space is shared safely by vehicles and pedestrians. The maximum speed limit is always 10 km/h. This fact sheet prepared by Transport for NSW provides information on Shared Zones.

5. When will the project be installed?

The project timeline provides information on when work is due to commence and will be updated as dates are confirmed and work progresses.

6. What changes and pedestrian improvements are being made at the intersection of Old Barrenjoey Road and Avalon Parade?

  1. As part of the project, council will remove the existing pedestrian crossing located in Old Barrenjoey Road, north of Avalon Parade.  This area will be part of the new 10km Shared Zone.   
  1. The existing pedestrian crossing in Old Barrenjoey Road, south of Avalon Parade, will remain in its current location.  We will construct new kerb ramps on each side to improve safety, access, and connectivity. 
  1. The existing pedestrian crossing in Avalon Parade, east of Old Barrenjoey Road will be relocated away from the intersection.  We will also construct new kerb ramps and a kerb extension to improve safety, access, and connectivity. 
  1. The existing pedestrian crossing in Avalon Parade, west of Old Barrenjoey Road will be relocated away from the intersection.  We will also construct new kerb ramps to improve safety, access, and connectivity. 

7. Will the existing pedestrian crossing in Old Barrenjoey Road, opposite the Avalon Recreation Centre, remain in place?

Yes, there are no proposed changes to this pedestrian crossing, and it will remain in place and continue to be a marked pedestrian crossing.

8. Will any parking be removed in Avalon due to this project?

Yes, nine parking spaces will be removed to accommodate the pedestrian crossing upgrades at the intersection of Old Barrenjoey Road and Avalon Parade, as well as the Bus Zone upgrade in Avalon Parade.

We have worked to minimise the removal of parking as part of the Streets as Shared Spaces project through the design process for the relocated pedestrian crossings.  However, it is necessary to remove parking to improve the safety of pedestrians at this intersection.    

  • Two 1P (one hour) parallel parking spaces will be removed on the eastern side of Old Barrenjoey Road, near Chemist Warehouse.

These spaces are being removed to accommodate the 10km Shared Zone and Streets as Shared Spaces project.

  • Two 1P (one hour) 90-degree parking spaces will be removed in Avalon Parade, east of Old Barrenjoey Road, near Ecodownunder.

These parking spaces are being removed so that the pedestrian crossing can be relocated and to allow the construction of the new kerb extension and new kerb ramps.

  • Three 1P (one hour) parallel parking spaces will be removed in Avalon Parade, east of Old Barrenjoey Road, near Nourished Wholefood Café, Charbel's and Sky Thai. 

These spaces are being removed to ensure that we have a compliant Bus Zone in operation. 

  • Two 1P (one hour) parallel parking spaces will be removed in Avalon Parade, west of Old Barrenjoey Road. Once space near Chambers Cellars and one space near Bounce. 

These parking spaces are being removed so that the pedestrian crossing can be relocated and to allow the construction of new kerb ramps.

9. Where can I park in the Avalon commercial area?

On-street parking is available in the Avalon Beach commercial area, Avalon Beach carpark, Woolworths carpark and the Council carpark located in Avalon Parade.

We will also change the existing unrestricted parking in Barrenjoey Road, east side, between Avalon Parade and Old Barrenjoey Road to 4P (four hour parking) 7am – 7pm Everyday.

We support short journeys being replaced by walking, bike riding and public transport.

10. What changes will be made to the existing Bus Zone in Avalon Parade?

The existing Bus Zone in Avalon Parade, outside Avalon Organics, no longer meets the current Transport for NSW requirements for Bus Zones. 

As part of the Streets as Shared Spaces project we will take the opportunity to ensure that the Bus Zone is compliant and the correct length to accommodate buses. 

This will allow the bus to fully enter the Bus Zone and not remain in the traffic lane when dropping off and picking up passengers, resulting in improved safety for bus passengers, pedestrians and passing traffic. 

11. What changes will be made to the existing Bus Zone in Old Barrenjoey Road?

The existing Bus Zone in Old Barrenjoey Road will be removed as part of the Streets as Shared Spaces project.  Passengers will need to arrive and depart from the existing Bus Zone in Avalon Parade. 

12. What changes will be made to the existing Bus Zone in Barrenjoey Road?

The existing bus zone and bus shelter in Barrenjoey Road, south of the traffic signals will be relocated north of the driveway exit to the Coles Express service station.

This will change the Avalon Beach set down location for 190X, and 199 services from the CBD and Manly. 

13. Will the local bus services to and from the Avalon Beach commercial area be impacted by the changes to the Bus Zones?

Yes, the local 191 and 192 services will now arrive and depart from the existing Bus Zone in Avalon Parade, outside Avalon Organics.

14. Where will the existing Loading Zone in Old Barrenjoey Road be relocated to?

The existing 7am – 5pm Everyday Loading Zone on the eastern side of Old Barrenjoey Road will be removed as part of the Streets as Shared Spaces Project and will be relocated to the west side of Old Barrenjoey Road, outside the Avalon Recreation Centre.

The existing hours of operation will apply.

15. Where will the existing Taxi Zone in Old Barrenjoey Road be moved to?

The existing Taxi Zone will be relocated to the same location as the Loading Zone detailed above and will operate as existing conditions.

16. What will happen to the existing Loading Zone in Old Barrenjoey Road?

To provide support local business with parking turnover, the existing Loading Zone outside Avalon Floral Art will be converted to P10 (ten minute parking) between 7am and 12 noon Everyday.

17. How will the direction of traffic change in Old Barrenjoey Road?

Vehicles will only be able to travel in a south bound direction between the section of Old Barrenjoey Road, from the entry to the Woolworths carpark, to the intersection of Avalon Parade.

Vehicles will no longer be able to enter Old Barrenjoey Road from Avalon Parade and travel in a north bound direction to enter the Woolworths car park or access Barrenjoey Road. 

18. Can I turn right off Barrenjoey Road to Old Barrenjoey Road?

Yes, Transport for NSW will remove the no right turn restriction to allow traffic to always turn right into Old Barrenjoey Road. This will be in place once the 10km Shared Zone in operational.

19. How will Council evaluate the project?

We will be working closely with local resident associations and the wider community to seek on-going feedback during the six-month trial through surveys.

20. Who is funding the project?

The Avalon Streets as Shared Spaces project has been funded by the NSW Government. 

21. What other pedestrian safety improvement works are being planned for the Avalon Beach and commercial area?

Council has been working with Transport for NSW to improve pedestrian safety between the beach and commercial area and plans to install a new pedestrian refuge with protective fencing in Barrenjoey Road.

These works are outside of the Avalon Beach Streets as Shared Spaces project however will be completed between October – December 2022.
