Council’s ‘designated persons’ (under 4.8 of Council’s Code of Conduct) must make disclosures about their pecuniary interests at least annually via a Disclosure of Interest Return.

As per clause 4.8 of the Code of Conduct;

Designated persons include:

  • a. the CEO
  • b. other senior staff of Council for the purposes of section 332 of the LGA
  • c. a person (other than a member of the senior staff of Council) who is a member of staff of Council or a delegate of Council and who holds a position identified by Council as the position of a designated person because it involves the exercise of functions (such as regulatory functions or contractual functions) that, in their exercise, could give rise to a conflict between the person’s duty as a member of staff or delegate and the person’s private interest
  • d. a person (other than a member of the senior staff of Council) who is a member of a committee of Council identified by Council as a committee whose members are designated persons because the functions of the committee involve the exercise of Council’s functions (such as regulatory functions or contractual functions) that, in their exercise, could give rise to a conflict between the member’s duty as a member of the committee and the member’s private interest.

These returns are considered ‘open access information’ under the Government Information (Public Access) Act 2009 (GIPA Act) and must be made publicly available on Council’s website unless there is an overriding public interest against disclosure.

If a designated person needs to change their details during the year, they will complete a 'change return'.  This will be published at the time of completion and therefore may not be adjacent to the individual's original annual return in this list.

The Chief Executive Officer, as Council’s principal officer under the GIPA Act, has determined that there is an overriding public interest against disclosing the residential address of designated persons on the website.  This information has been redacted in the returns published below. Individuals may also request other personal information be withheld under the Privacy and Personal Information Protection Act 1998 (PPIP Act).
