Skin penetrating procedures carry risks of transmitting disease and infections. This is why, if your business provides treatments involving skin penetration, you need to be diligent in relation to public health.  Businesses of this type must be registered with council and monitored for compliance with health and safety regulations.

Registering your business

All skin penetration business operators need to register their business details with their local Council prior to carrying out any procedures. Notify your skin penetration business by completing the Skin Penetration or Beauty Premises Owner Details form and submitting via council@northernbeaches.nsw.gov.au 

Definitions and exemptions

The Public Health Act defines "skin penetration" as acupuncture, tattooing, cosmetic tattooing, ear and body piercing, hair removal and any other procedure (whether medical or not) that involves penetrating the skin.

Exemptions

Procedures performed in medical or dentistry practices are exempt. However, these services must be carried out by a registered, licensed medical practitioner or dentist, or a person acting under the direction or supervision of either.

Compliance

Because of the potential health risks involved, it’s imperative all skin penetration operators and premises comply with the public health standards.

Council's Environmental Health Officers routinely inspect hairdressing salons, beauty salons and premises that carry out skin penetration procedures to check that businesses are complying with the relevant public health standards.

Setting up a new business

Any new skin penetration premises must have development approval.  It’s recommended you check with Council’s Planning Section before undertaking any works or starting a business.
